While ‘participation’ has been part of development discourse since the 1960s, it has generally referred to people’s involvement in particular projects or programmes. But now participation is regarded as an overall development strategy integral to people-centred growth—a route by which the energies of the common people can be tapped to build strategies of tackling development-related issues. People are, thus, closely involved in the social, cultural, economic and political processes affecting their lives and have constant access to decision-making and power.
